The state-by-state legislative activity, while uneven, has a genuine upside. The different approaches reveal what works and what doesn't. That's part of how policymakers learn. What's missing is a neutral federal analysis. That kind of analytical clarity isn't happening under the current administration. In the meantime, the transparency gap is the most urgent problem. Communities and ratepayers cannot make informed decisions, or contest bad ones, without access to accurate information about what data center expansion actually costs and who pays for it.
